How do you make the flower on a cupcake like they did the brides maids movie?

Ok so my girlfriends just been having bad luck lately and I thought I'd cheer her up cause she loves sweets and she definitely love the cupcake from the movie brides maids. So what I would like to ask is good people of yahoo answers is...how do I make the top of the cake like she did? I know how to make cupcakes but not something that sophisticated. I've youtubed a few tutorials but the only thing that comes close asked me to just use marshmallows and gum drops. So anyone with the skills please can you possibly make youtube tutorial or give me a step by step break down of how to make the icing or whatever she used and how to form it into the petals/stack it? There is no rush but I would like to make them soon. If you have not seen the movie here is a link of what the cupcake looks like its close to chrysanthemum except the petals are more opened up.
