Can i take legal action ?

ok i was sitting in my room playing on ps3 on call of duty modern warfare 2 and my window was open and a kid from next door from my house was throwing stones and one stone bounced of my chair and hit my telly and my telly has a big crack in it and it wont work can i take legal action? it is vandilism isnt it?
